Here's a handy gadget just purchased from R and L Electronics, a handheld frequency counter and CTCSS/CDCSS counter. It reads frequencies and identifies the tone, comes with antenna, charger, internal battery and instructions.
I checked it against an IFR-500A service monitor, it was pretty much on the money, but you can adjust the ppm + or - to calibrate it. Has a BNC connector so you can attached a longer antenna, which I found works better than the rubber ducky in certain situations.
Nice thing is that it can read up to four places after the decimal point in regards to the frequency.
It does have a signal strength indicator, but not sure how that is calibrated at the factory.
