Is that still going on? I wonder if I'll get another year with this years iPhone purchase.

Nope you can get the Apple TV app on many streaming devices, you don't need an Apple TV to watch it.

Free to anyone. You just need to download the Apple TV+ app, available on smart TVs, Roku, FireTV, etc. I think only Android devices don't have it.
