OTA channel ID

I did a scan today of ota channels here in Huntington, wv with my toshiba 46" lcd connected to a rat shack VU-120xr. I normally have 14 digital channels here the direction my antenna is pointing.

Today a new set of DTV channels poped up with no audio or video.
I scanned in 23.1 and 23.2 with full meter.
So now I am showing full signal power and no channel id.
I wonder if this is a station moving to a new uhf channel or new station coming online before the deadline?

If you can see subchannels, there's PSIP data and an mapdown.
