OTA SAP

On my locals OTA, I can see that there is "multilingual" in the info banner with the time, PSIP, programming, etc. But I have never able to figure out how to activate it on my TV tuner. I don't plan on ever using it, but I did in NC as some of the MLS games had SAP English on Unimas. The only way I know how is with the Directv AM21 (see pic). Are there any rules regarding such things that manufacturers and broadcasters are supposed to follow?

I can do it on my older Samsung TV, but not on my LG smart tv with the dumb remote with the mouse arrow.
