OTA Signal Strength for channels that don't lock on

How can I determine the signal strength of channels that my antenna won't lock on to? I have the unamplified Zenith Silver Sensor antenna and am trying to figure out whether it's worth the purchase of a Channel Master 7775 pre-amp tp pull in the Chicago locals. I have the antenna hooked up through my Dish Network receiver, so basically I know that the signal isn't good enough to lock onto but for all I know it could be 50 or it could be 0. Is there any way to read signal strengths of channels that aren't locked on?

On a sidenote, I'm currently pulling in WYIN from Indiana (29 miles away) with a 70/100 signal strength. With that being said, what do you are the chances that I can pull in the Chicago UHF locals (51 miles away) if I add the 7775 pre-amp?
 

Is there a way to get UK channels in the US?
