pal and hd

Hi all, i am from kuwait, here only video broadcasting for tv is PAL Format. Here some TV stations using HD cameras for production and they are broadcasting in PAL Format. But we have only a PAL Camera for production. I need to know what is the difference between in quality if i recorded in HD camera and broadcast in Pal Format and I recorded in PAL camera and broadcast in PAL Format.

If quality is better when broadcasting the recorded videos from HD camera. I am gonna buy it. Please anybody help me out.
