For those who are having problems getting the Testar 12, 15 west high sr like 45000, put a fan over the receiver, turn it up on high and watch the quality go up with a few picture breakups. My belief is that the chip in the receiver overheats only on the high symbol rates and still plays fine on the lower symbol rates.

mabey the box just has heat problems in general?

I doubt a high symbol rate would cause the box to overheat... it might be causing some kinda glitching/ error... but I doubt the SR is related to the temp.

I'd like to see a picture of the inside of that receiver.
Maybe there's room for a heatsink and fan on the relevant chip.
It's worth a test to find out.

a fan would definitely help the openbox for the high SR, the funny thing is the openbox does not get hot. so far with the portable fan placed over the receiver the quality signal is very stable on 45000 SR freq.

You have to measure the actual chipset temp, and then may be glue a heatsink to it. They are plentiful on FleeBay.

More than likely just a bad batch made during manufacturing of the chip or another component on the board, and so far not heard about anyone else having an issue.
As far as the fan installation it should be pulling the air out of the receiver.

One other person on another thread had the same problem as me.

Never saw that one, so then it would be interesting to know if they have anything in common, board serial number, date manufactured, software or chip set being used.

It was on the thread "Problems receiving TuVes HD on Telstar 12 at 15W" in which the poster superj2 was having the same problem.
