Question about "moving" using conus

I understand about the whole "moving" aspect, but my question is can you move to a transponder thats on conus if its within the proper radius mile wise?

CONUS =Continental US.....basically the whole footprint (like ESPN, TNT, USA, etc)

Only CONUS locals are Big 4 from NY & LA though
