Yes the Hopper can insert local commercials.

I was going to say that Scott has indicated in the past something along these lines (but I couldn't remember much specific about it).

No, simply Dish sending every Hopper every commercial for every market. They are only 60-120 seconds, so send them all to everyone and the Hopper inserts the correct one. It would be just like the on demand movies and such that Dish downlinks to all the Hoppers, all the popular PPV and things like HBO Go stuff.

Sorry. I thought you were referring to how Dish received the spots from the local agencies.
