Reload/refresh problem

The site will not respond correctly in either FF or IE. I can't get it to come up at all in IE. It comes up all type.

If someone can tell me how to insert a screen shot here I will, but I can't seem to figure it out.

I know how to create a screen shot, just not how to insert it into a post. I try insert image, but it wants URL address.

Go into Advanced and then Manage Attachments....
