requesting help/info for signal trouble 1303 & 1554

regarding my brother service in Showlow AZ (5000ft with mountain).

I've had Dish for 2 decades in PHX AZ, no problems.
My brother moved to Showlow AZ area and signed up with Dish referral in February this year.

Dish installed,
Hopper 3,
2 wireless Joeys,
Wireless Access Point,
2 BlueTooth for Joeys/soundbars,
new dish
and new cable from dish to Hopper 3

Feb thru May all good no problems.

Jun thru Aug
random occasional codes 1303 & 1554 on Joeys.

service tech came out late July,
tested system,
replaced splitter type barrel near/at base of LNBs
said it was not initially tightened enough and corroded.
this did not resolve codes.

2 other tech visits
could not find any problems and no action taken.

tech out today,
replaced Hopper3, both Wireless Joeys, and WAP.
tech changed location of WAP.
tech took/kept (in error) 1 of the BT on a WJ (did not move to new WJ)
tech did not offer of transfer recordings from old H3 dvr to new H3 dvr.
tech did not restore timers (via remote restore) to new H3.

It has been only a few hours since the tech left.
The code have not (yet?) returned
Both WJs are pixelating badly(not previously).
H3 not showing signs of pixelating.
My brother is frustrated and ready to bail on Dish (politely stated).

Hoping someone here is familiar with these particular codes
and might be able to suggest which piece of equipment might be creating the issue(s)
 
Update,
tech returned today,
Brought back BlueTooth.

While earlier replacing H3, 2-WJs and WAP,
New WAP was relocated,
And WAP was LAN'd (wire connected) into home router.

On return visit,
Tech disconnected WAP from LAN,
Pixelation resolved.

I do not have Wireless Joeys or a WAP in my house.
My understanding of WAP and H3/WJ is
the WAP is connected to the H3 and
the WAP is NOT connected to the house network at all.
the WAP creates a Hopper specific network wholey separate of the house network.

Hopefully,
The original WAP went bad and created the occasional error codes,
The tech connecting the new WAP to the house router created the pixelation.
And reconfiguring the new WAP properly has resolved the issues.

The WAP should NOT be connected to the Home Network, so that was a mistake. I don't even know why anyone would do that.
