Is this just an effort by Farm Journal (producers of AgDay) to get their own PI channel? Or are they upset RFD-TV won't carry their programming?
If running commercials disqualifies a channel as PI, Colours TV might need to also be reviewed. They have a few commercials, but from what I can tell, they are mostly barter. They do run quite a few PSAs.
