Roots Sports on Dish and Directv?

Can anyone tell me if you are able to access the same programming on Roots Sports through Dish & Directv if you are out of Root Territory? I'm getting mixed info that if someone lives in the Midwest, they are able to add Roots Sports to their Dish or Directv account, they can access games? Or would they need the MLB Extra Innings to avoid blackouts? Or since ATT now owns part of the Root Sports, does a Directv/ATT customer get better programming on it than a Dish customer would?

You will get all programming but professional sports that that have other pay contracts....News, some collage sports, specials, ect...MLB,NBA,NFL,NHL, no

What the other guy said, plus some college sports may be blacked out as well, most will come through.
