Rules On Antennas

I recall but can not find the link to the government regulation which prohibits home owner associations from banning antennas for sat & digital TV

Does any one know the link/reference?

I live in a very lenient apartment complex that doesn't care that I have a dish or an OTA antenna sitting on the same mast as the dish.

In fact, if you look at our dish from the front in the parking lot you will see our neighbor's dish right in front of ours. I need to take a picture of it.
