So it's not a Briz failure. Didn't get that far. Briz is only an upper stage, and not the only upper stage they have to choose from. It's purely a Proton failure, rather uncommon.
Yes, they most certainly will stop launches of that particular rocket (Proton) until they think they have a fix and have implemented it. Probably be blamed on a manufacturing error. And probably was.
