Satellite Channels Moving to Streaming Only

As i have also seems like all added channels are streaming now. or they have one streaming feed and one sat feed for a few of them
I know this isn't happening because of how the channels are setup, whether it be a technical or a contractual piece with channel providers. But I thought Dish would do something where all the national satellite channels would have a streaming versions 1000 channels higher. So if you went to 105, you got USA Network from satellite, if you went to 1105 you got the streaming version of USA Network. 106 is TV Land from satellite, if you went to 1106 you would get the streaming version of TV Land. 140 is ESPN from satellite, if you went to 1140 you would get the streaming version of ESPN. 401 would be Golf Channel from satellite, 1401 would be the streaming version of Golf Channel. So many of these channels are already streaming in Dish Anywhere, so Dish already has access to the streaming feeds of these channels...
 
This is a random thought, but for the Signal Protector, where when bad weather comes through and it goes to the streaming channels. Could a Wally be disconnected from the satellite dish so it never finds the signal, and it works as a streaming only box for the channels that is covered as part of the signal protector? Or does it have to be an active weather failure error code to force the streaming version of the channels?
