Likely both, but that article is pretty much devoid of tech specs as to what actually makes it "cutting edge". Phased array antennas have been around for quite a while, but they're typically fixed. I guess what makes this one special must be portability.

This antenna electronically beam steers, similar to a phased array. They have been promising these for over 20 years. Expensive to produce and limited bandwidth from a geo satellite. Still pretty cool.

It's the beam steering that makes it different. Most typical phased array or flat antennas need to be 90degree to the geo satellite or able to physically move to track LEO or MEO birds. Beam steering is the technology that makes up the patriot missile system. It can track several hundred targets almost simultaneously because the antenna is steered electronically. I worked with a company that tried to develop annular beam steering ringed satellite antenna systems almost 15 years ago. It wasn't cost effective then.
