I have a satellite dish with two receivers. Dish is on the roof. My house is being remodeled and we have just replaced old wood soffits with metal ones. One receiver, running along the soffit for about 40 feet, is not locking signal (strength is about 40). The other receiver cable comes right off the roof and has a strength
of 100 and works fine.

I have heard that attenna's should not be placed near metal wires or metal soffits,
does the same apply to cables?
 
I'm going to go out on a limb and say your line to the non-functioning receiver either got cut, or was crimped severely. The metal soffit won't have an effect...unless the insulation was cut into, or thru.
