Dang Zynga. I was just about finished with the El Padrino level in cuba,when all of a sudden they added a new requirement for one of the jobs the need to have 5 politico corruptos, and unlike anything else in Cuba, it could not be bought.

Edit: It is a loot drop. But can be bought via businesses. I used C$500K and bought 10 of them. Problem solved.
