Secondary address for Dish UHF Pro remote will not change

I have the 322 dual mode satellite receiver set up at home. However, the secondary TV is not working. The secondary TV is stuck on the "Press 'select' to Continue" screen and is completely unwatchable. It does not respond at all to the TV2 UHF Pro remote. I tried reprogramming it by using the typical SAT method (holding it until the mode buttons flash, etc, etc). The primary address for the remote for TV1 will indeed change upon request but not the secondary address.
Any suggestions to change remote address so I can view TV2?

Take both remotes to TV-1. Use remote 1 and press 'menu' twice. Then press the 'up' arrow once to highlight the secondary remote address bubble. Now take remote 2 and press record. That should match the remote to the receiver.

The TV-2 remote still has the blue UHF-Pro chip at the bottom, right?
