Signal distortion at top of screen - 622 setting?

I have been experiencing some signal distortion at the top (and sometimes the left side of the screen) for HD channels that are showing SD programming. It seemed to happen more recently on NBC, FOX and UPN.

I have a new Westinghouse 42" LCD, the tech support is telling me "The signal distortion is a part of the signal - it essentially comes from how some companies convert NTSC to ATSC for your High Def picture" and to make the adjustment to my Dish Network box - I have the VIP 622. Any idea on how I adjust to remove the distortion?
