You mix em up and get a green card. Good for one admitence into the USA.

They improved the cards to prevent piracy and the blue card had old logo's on it that were no longer in use or had been changed.

I think that I read somewhere one is Rom 10 and one is a Rom 3 . What ever the heck that means.
