SMATV headend w/ SD and HD receivers?

Hi! I'm new to the forum, but not new to DTV. My company has several headends installed throughout the Western states.

I'm doing a project in Iowa (near Souix City) in a month or so, and according to DTV, there are only two independant locals available in SD. The others (ABC, NBC, etc.) are only available in HD. This is not a problem as I see it, as I would just take the composite out from the H24 into the modulators. I asked DTV (388-2505) about this and they said I could not mix SD and HD receivers in one rack. Is this true? I'd rather not go QAM demod for the off-air locals, but will if I have to.
So the question is, will DTV allow me to activate an account with D-12's and H-24's in the same rack?
