Sometimes HD sometimes not

When watching Fox Sports Midwest for Cardinals games, sometimes it's on the HD channel and sometimes not. All the games are broadcast in HD, so why are not all shown in HD on dish network. Also, when I have to watch them SD, there's a huge black border all the way around the screen.

try the hd alt channels they have been onn their alot lately tonight cardinals vs cubs games is on channel 445
