I am pretty new to this satellite stuff, so sorry if this has been answered elsewhere.

I live in the Clarksburg/Weston DMA (waaaaay down the rankings). Looking at "The List" on this site, my locals show up as available on a 129 CONUS beam (which I currently get) and as unavailable on an unknown 129 spot beam.

My question: is this telling me that when CIEL-2 is at 129, my locals are planned for a spot beam and if so, does that help or hurt my chances of getting them in HD in my lifetime?

No there just spotbeaming all the locals on 129, it wont increase or hurt your chances of getting them in HD. Well maybe increase because the new satellite will have a larger capacity.
