STELA Compliance?

A number of smaller LA locals are now in HD, and finally KPAX our local ION. Is something similar occurring in other DAM's? I think Dish is finally compiling with STELA and now providing all locals in HD, provided the local is broadcast in HD,in DMA's where Dish provides any locals in ILL HD.
 
It turns out that satellite channel 30 KPXN LA is still the west coast feed of ION but in a quasi HD like LOGO with content appearing with black boarders all around and is NOT LIL of KPXN. Meanwhile, locol KPXN 30 broadcasts in full widescreen HD with no black boarders. Let us hope Dish fixes Sat channel 30 to what it should properly be.

And while recording HGTV from 10 to 1030 atva commercial break channel 50 KOCE appeared ws the remainder of the recording.

Dish can make a deal with the local station and carry a national feed. The law does not say Dish has to have every local in HD, only if the local channel elects must carry and Dish is carrying the market in HD. If they local channel and Dish make some other deal, Dish does not have to carry it.
