I went from Centurylink to Charter for internet & phone only. VERY happy with them. ALMOST switched from Dish to Charter about 6 weeks ago but when I called to cancel they ended up giving me an offer for a year I couldn't refuse.
Tip: Before you switch for TV call Dish to let them know you're going to switch. You have to be ready to do it if they don't make you happy. Do NOT accept the 1st offer the make!
If you do switch be sure and post your thoughts with Charter's TV.

Everything you ever wanted to know about Charter vs. Dish has been answered in these threads, to name a few:

If you want to skip all that, run, don't walk, to Charter. But for the best (and cheapest) DVR experience get a Tivo or use Windows Media Center.
