I'm noticing that, at 1:07AM CT, KSHB-TV in Kansas City, MO, is having technical difficulties with their Laff subchannel. All of their other channels, including KMCI-TV's channels, are ok. I am thinking that it could be caused by ice, or snow, on the satellite dish. Or is Laff themselves having a problem?

If only one subchannel is problematic and the others are good, it is a problem with the network or the station, nothing you can do.
Contact the station. The major and all the sub-channels are multiplexed into a single carrier. If you can get one you can get them all unless the station messes something up in its multiplexing. Cable and OTA are often delivered differently.
