Three questions on D*TV in Harrisburg

It's been awhile since I visited. I know DTV usually lists future expansion cities but I can't find that list.

First question:

Anyone have any idea when Harrisburg is going to get Locals in HD?

Second question:

I do have an antenna (from when I had Dish, now with Comcast). I want to hook up 4 TVs (one is HD) and I want DVR on HD and one other. Is there a package that won't cost an arm and a leg to get? I keep seeing either free upgrade to HD receiver or DVR but nothing that will do both.

Third question:

If I can buy a DVR receiver, which one would you recommend?
