Transponder 23, Echostar 61.5

So I was flipping through channels one day and came across CSPAN2 on 212. I got an error with this transponder. I checked my other TV's with the same result. My signal strength on 24 was at 58-60. I called Dish and after some flow charts she sent out a tech. He arrived today and changed everything (Dish, arm, LNBs,)and same thing. He said he couldn't even pick up 23 on his meter, and my receiver was showing a signal strength of 12.

He called another tech in another city and same thing on his meter, he wasn't get a signal on 23.

So he concluded there is an issue on trans. 23.

Is anyone else not able to pick up this transponder?

It is very weak and undependable. Tp 19 not very good either.

Old dish? I have a Dish 1000 system on eastern arc. I am eastern NC if that helps....

Mine stays solid at 59 with a dish 500 and a DP dual into a DPP44.
