Two part question.

Number one why does dish offer there pay per view in 4x3 instead of 16x9?Is this dish or is this modification 4x3 done by the movie providers.I watched flightplan from per per view and it was a great movie but in 4x3.

Number two does dish lower there bit rates at night.And increase it during the day?

#1: There is a letterbox PPV on many movies (check the EPG), and an HD PPV channel (9466?). The pan & scan on the 4x3 is usually the studios' work, and is the same as the 4x3 DVD.
