Was the real reason 82 was not CONUS because of 77 and Dish Mexico?

For the longest time, I thought that Dish Network's 77 was FSS since it required a larger dish; I was wrong. So, was the real reason why 82 was reduced as far as coverage of the US when N4 was launched so that it would not interfere with 77?

Also, could the reason why 91 is so tight now be because they could use the 91 or 87 slot for Dish Mexico in the future?

Since I can get a VERY strong signal for Dish Mexico, I might look for a Mexican broker and sat dealer!
 
No, I am referring to 77, a Mexican slot that Dish network has been using for about the last 3 years, some transponders, for their Eastern Arc as well as some southern locals. If 82 were full power throughout the USA, it could potentially cause interference with 77, as well as if it were to go down into Mexico, like Nimiq 2 did. As far as 73, it is officially Canadian anyway, just being leased by Dish. .
77 Degrees? do you mean 73?

If so, that is a Canadian slot I believe.
