When did you first notice it, and how did you measure it?

I first noticed it when I was told about it in local forums. The measurements allegedly come from WDCW but I am unaware of what caused it etc. I was kind of hoping someone else hadmore info.

I'm in Alexandria and I'm not seeing much of a drop, but I was already at 100%, so a 6 dB drop isn't a huge deal.

None and I agree that it seems to be back to full power. BUt I have heard nothing of what caused it.
