What are Neighboring Local Channels ?

I just signed up for Direct TV and I see on their Web site that they offer "Neighboring Local Channels". Could someone tell me what they are.

in (sadly) limited cases, DirecTV broadcasts channels to you from adjacent TV markets, based on a list of channels from the FCC.

Example - in some counties in my state, local channels are also available from the NY market.

Note - limited to SD only.
