What is the deal for upgrading from a 921 to a 622?

I have a friend who lives right outside the Washingtn , DC, DMA, he's in the Richmond, VA DMA

I was explaining to him that he could "move" to his mother's apartment . But, if he calls for an upgrade, are they going to want to install it?

Also, what is the fee for upgrading? I've heard of the "Dishn'it up", but isn't that where you pay Dish $200, give them the 921, and then you are renting the 622?
