Why can't I get 2 HD-DVR's as a new customer?

If I were to become a new customer, Dish would limit me to just 1 HD-DVR in my initial order. WHY? When I spoke to them, they said they would include one 622 for an upgrade fee of $299.00 (which is fine with me), but if I wanted a second 622 I'd have to order one from a dealer. Well, that's fine. I could do that. But why would Dish make it so difficult? Why can't I just buy the second 622 from them at the same time I order my service and installation? All the online Dish dealers I've checked out also only allow one HD-DVR. This just seems to be a very odd restriction that makes it that much more difficult to get the equipment that I want.
