Why is my monthly charge for AT250 higher than shown on website?

My bill shows that I pay $97.99 for AT250 (plus $12.00 locals). The Dish website page which compares their different plans shows AT250 for $94.99. I chatted yesterday with a service rep who said the lower amount is for new customers. I don't think that is right but she could not explain it further. Does anyone know why there is this difference?

I would guess that the $94.99 new customer rate shown includes the $12 locals. New subscribers get an introductory $15 per month discount for two years. You are paying a total of $109.99 (which is $15 higher). New customer pricing for AT250 without locals would be $82.99 per month.
