Last couple of day, the audio has a had strange tinny, whooshy, out-phase sound. Same in iPad, phone and laptop. Anyone else notice it?

And yes, it should be "weird"

No, but it sounds like the audio is excessively compressed and is introducing artifacts. I hear this nearly every day on SiriusXM. :(
 
I'm watching Emergency on MeTV right now and it sounds fine to me. I have checked A&E it sounds OK also.
Did you update to iOS 9.3 and then 9.3.1? I did both and am on iOS 9.3.1 and the audio as I said sound fine.
