389-399 are CBS,NBC,ABC,Fox, CW and PBS channels for people who can't get them locally. You have to have a waiver from your local affiliates of these stations before Directv will provide any of the channels in the 389-99 area.

HD locals are available in this DMA; 900's on old HD units and the local channel assignments on new units. As said above, the upper 380's & 390's are for those without service.
