Currently I have 2 622's feeding 4 tv's. The 2 second TV's are kids TV's. My question is can I split the signal from the D* HD DVR to a kids TV and get DVR capability. I realize they would have to watch the same channel unlike what I have with DISH. I just want to know if it is possible and how the remote to the kids TV would work.

NO!!!! The HR20 or HR21 don't have RF outputs to send a coax signal to other TVs. D* will give you free basic receivers that you can use for the kids.

At a monthly lease cost of $4.99 each.

I know. I was going to try and avoid that if possible because they watch more off DVR and it would be nice to save the 10 bucks a month. So to get what I really want I need 2 HD DVR's and 2 SD DVR's. I also am going to need another HD Reciever cause I am adding another HD set to my Game Room. The cost of that is like 600 bucks. Will they deal with me on that at all because that would be the biggest reason I dont switch.

While the HR2X's don't have any RF output's all the outputs that it does have are active at the same time. So you can get a RF modulator, like RadioShack.com - Home Entertainment: Accessories: Video accessories: Converters: RF Modulator and connect it to the composit video output and feed the other TV via coax. You'd also then need to order a 2nd RF remote control from D* to control the DVR, D* sells them for $25 which includes the shipping.

hook up an old vcr using the rca jacks and run the coax out from that, thats what my mom does (just have to leave the vcr on all the time though)

It depends on your kid's TVs inputs. If they have HDMI, then use HDMI cable. If not then use RF modulator.
I use HR20 and HR21 on a main TV with component cables and use HDMI outputs from the receivers to feed my HD projector in the basement (40' HDMI cable + 50' Toslink cable to a sound system) and another HDTV (50' HDMI cable)
