Not new added months ago with no extra charge for the Top packages. It happened after Flex and to illustrate that $10 is part of what you are paying for the package. Some are hoping that at some point it will be like Flex and you can drop the locals and save $10. It's not an association with the OTA dongle.
That may be true for you since you have the two-year price lock. For those without the price lock, the (total) price did go up by $5 per month.

Based on what I have seen lately in the Dish advertising flyers in the junk mail, Dish is changing the way they are marketing Flex Pack. The words "Flex Pack" no longer appear in the body of the ad (although "Flex Pack" does still appear in the fine print at the bottom of the ad to explain the $39.99 offer) and there is no longer any indication that the locals are a separate pack, they are listed as included in the $39.99 price. I know that other people have posted an explanation that this is done to make it easier to compare Flex Pack to other packages that include locals. However, considering the rumor that Flex Pack is going away, I could easily see Dish automatically bundling the locals with Flex Pack and taking away the option to remove them, rather than expand the ability to remove locals to other packages.

I can't express it any other way. I am not disputing the package went up by $5 for those not having the two year deal. It is you who introduced the $5 increase which has nothing to do with what I posted, no one is paying $10 more - or ANY more for locals with the Top packages. They are paying $5 more for the package as they would have with no change in how the locals were shown. You introduced the $5 package increase where it has no relevance to what I posted. DISH DID drop the package price by $10 to separate out the locals, then yes, they went up $5 independently of that as they (and Direct and whoever) seem to do every year.

Since both changes happened at the same time, it DID appear to be an extra charge on the bill. If the package price had gone up first, and then the locals were separated out, I would agree that you have a point.

AS i said in another thread I am having issues updating my HWS. I have tried the manual update but it fails and tells me that I already have the most recent software version (U234)

I have 2 HWS's and did the manual update on one and it upgraded to U235 so tried an hour later on my second HWS and got that message that it already had the latest software but it still is only U234. I left it off over night thinking that maybe it would automatically get the upgrade but no luck, still at U234.
I don't have the dual OTA tuner so no big deal for me, just surprised.

When I originally went to the CUI, when it first became available, I only installed on one HWS and the second one got it overnight without me doing anything.
 
I will try oncea day for the next several days. I hesitat to call tech support as i think they will be baffled by it all. But if it takes much longer I will consider it.
