He has an AIM meter, if its showing locked, Your on the correct satellite.
It's not like the old days where all your meter did was beep and you could be on 101/110 or 119 depending on the elevation and if you surface was level.
I'm almost positive the dish is bent or warped.
If everything looks good, clear line of site and you have you have followed everything to a T and made sure everything was level, it's a bad dish.
