4K Joey Keeps Unlinking from Hopper 3 During Installation Setup Screen

Good evening everyone. I currently have Dish Network and own both my Hopper 3 and 4K Joey as I purchased them separately online. Long story short, I only recently decided to start using the 4K Joey as I had use for it in another room. I have a Western Arc DPH LNB that goes directly to the Solo Hybrid Hub with the host coax going directly to the Hopper 3 and the first Client port going to the 4K Joey.
The 4K Joey is on software J496 which i believe is the latest. The Hopper 3 shows Available Joey Software to be 5 different softwares.
Long story short every time I am on the step of Linking the Joey I go to link it to my Hopper 3 and it says 'Linked' on the setup process, moves to the activation process, but immediately unlinked from the Hopper 3, essentially creating a situation where I am stuck on the activation screen for the 4K Joey since it is unlinked from the Hopper 3 and therefore cannot receive an activation signal. It says unlinked but quality is strong.
I am only able to go back by unpairing the remote from the 4K Joey by clicking the System Info screen on the front of the Joey, choosing Unpair Remote, and immediately restarting the 4K Joey, to where I can redo the setup. This does not resolve my problem. I have also tried directly connecting the 4K Joey to the Hopper 3 over Ethernet. I still get it as Unlinked.
I have tried on multiple occasions to restart the Hopper and Joey and also tried a NVRAM on the Joey to no avail.
What should I do now?

Here are additional images from the 4K Joey. As you can see it claims to be linked to the Hopper during the setup but clearly isn't, essentially putting it in a stuck activation step. No one at Dish can fix it. Absurd this is actually happening with their software.

On the hopper press menu 3 times then go to number 4 for whole home then while on that screen press info-recall-info-recall
Do it fairly quick
This will enable exception mode and bypasses activation. If the Joey starts to work it's an activation issue. If it still does not work it's a physical connection issue or possibly bad receiver.
One thing based off the link status appearing to only be one way is to check at the hub that the odu and host ports aren't swapped. So odu to the dish and host yo the hopper.

This worked my friend. I can't thank you enough.
 
Once I put the hopper 3 into exception mode the Joey immediately linked and activated on the spot, and I was watching TV.
So that just narrows it down to an activation issue then. Once exception mode expires, it may just go back to what it was doing. If it does, then call dish and verify the numbers are all correct.
