811 change?

I've noticed in the last week, that I can pull in local OTA with less than 50% signal level. It used to be that a 49 meant failure, on OTA Signal level, but I am getting locks, now on 9% and 23%. Stations that I could not pick up before. Now, my Samsung s-5687 gets 1/4 to 1/2 scale on these same ones, but that the 811 getting them makes me wonder, if new software in the 811 did this?
