I'm pretty sure there are other antenna designs that are DC shorts, so I'll reserve judgment until I see someone else duplicate this.

There is a video where a guy explains the problems with the design. #1 as Primestar said, the driven element is shorted. Even still it would work to a point but not like in that video. In a sequel to the expose he builds the Wi-Fi Gun correctly, with resized elements and isolating the driven element. It worked way better but not the equal of a Cantenna. He then built the Wi-Fi Gun into a Cantenna. That was interesting. I watched another video about building a little Yagi and putting it into a can. I really liked how that one turned out.
