Can anyone explain this in layman's terms? Is it closer to being deorbited, closer to being in a 'junkyard' orbit, or closer to being in 'some sort' of useable orbit?

It has been stated, but not confirmed that the DOD purchased the satellite. For their purposes, it either is, or is close to an orbit that they can use it for whatever they intend to do.

Why not ? You can't practice laser beam weapon on existing sats at Clarke belt, but just think how important to shut off enemy's GEO communication sat in case of past Red Alert. Don't you think generals did not planned the take-down ? But if you'll ask for practice - how many of them happened ? You can count on one hand all of them.
