I´d mention a channel much better than RTV, is Ebru TV, it doesn´t have retro programming but its shows are family oriented.
Ebru is on 97w Ku.
Another similar option could be KTV2 (shows and movies in english with arabic subtitles) KTV2 is on 97w and 30w (both in Ku).

Oh and for retro programming the best channel, IMO, is Me TV on C band.
