This is more a matter of Apple blunting the impact with more favorable (weaker) legislation than a victory for Right to Repair.
My stockholder side tells me that it ultimately wasn't great for Apple as its stock value has increased a bit since the decision.

Never easy to determine the stock moves vs a particular news story. Lately the stock moved in sync with the general market. I sold a bunch of shares in Apple when it peaked above $190 to buy more Tesla when it bottomed as I believe Tesla has more room to move up that Apple. Both have good catalysts coming in a month.
