are NHL games on TNT supposed to be blacked out?

I don't remember it being so last season, but this Wednesday's game is listed as unavailable for me on Dish.
 
They can be per the contract

WednesdayNov. 27:30 p.m.Pittsburgh Penguins* at Buffalo Sabres
* = TNT’s game telecast will not be available in the local participating market

Wednesdays game is blacked out in Pittsburgh...basically forcing you to watch via the RSN

What a bunch of idiocy. Out of 6 Pens games (not counting the Winter Classic) on TNT, only two are blacked out, the other four aren't. To say nothing of, why the hell should I have to look at a Warner Brothers website to find this out? Why couldn't it have been included on the NHL's website when the national broadcast schedule was published two months ago?
 
At the beginning of the season it was. Both espn and tnt schedules were listed (it was a link to the document I posted)
