New D* subscriber here, wondering if these channels are ever used and if so, who has access to the programming?

yes. when there are many games on at once or multiple games with one that may be blacked out for you these will populate.

oh yes. FCS is the cable version of the multi-sports package but they do have some unique programming. As example, all North Dakota sports that are on the Fighting Sioux Sports Network were on there. There are a couple college bb teams that had games on there. Now you may see a college baseball game here and there but come fall they are used a lot

yes. Some nights they have 2 games and we can get them both. If the Twins are on we're blacked out but can see the alt game on 214
